Under the direction of the Director of Cultural Resources Management (CRM), the Tribal Archaeologist will assist in the organization and execution of a comprehensive heritage stewardship program that seeks to facilitate the culturally-appropriate management of Serrano cultural resources and landscapes. The incumbent will create and implement a robust tribal archaeology program that applies the best of archaeological science while at the same time giving preeminence to the Tribe’s vision, mission, values, and cultural resources treatment preferences and protocols. The Tribal Archaeologist will plan, track, and undertake or oversee the conduct of all field-based archaeological investigations, site assessments, and monitoring to occur across Serrano territory. The position will also require the listing of sites on the appropriate federal, state, and tribal registers. The Tribal Archaeologist shall also build capacity within the tribal community regarding heritage stewardship and create educational opportunities for external partners.

Essential Duties & Responsibilities

  • Provide cultural resources technical support to the CRM Director and staff to address cultural resources concerns within Serrano ancestral territory due to proposed Federal, State, and local-level infrastructure development and in accordance with all relevant tribal, federal, state, and local laws and regulations;
  • Undertake or oversee all archaeological sensitivity assessments/probability modeling and investigations to occur on tribally-owned lands and across the broader Serrano ancestral territory via the use of varied tools and techniques;
  • Create, communicate, and execute expertly written archaeological Scopes of Work/Levels of Effort; discovery and monitoring plans and protocols; and treatment protocols and plans for artifacts;
  • Assist with tribal consultation meetings, field meetings, and conference calls with various Federal, state, tribal, local agencies and organizations, developers, and contractors;
  • Facilitate all SMBMI tribal monitor activities throughout Serrano ancestral territory, including the conduct of periodic field visits/inspections to project locations and cultural resources locations during archaeological investigations, project construction, natural disaster response, and the tracking of the results of those efforts;
  • Conduct cultural resources sensitivity training for contractors, agencies, developers, etc., and train tribal monitors to confidently and accurately perform the same;
  • Identify and screen new tribal monitors, and maintain an accurate list of SMBMI– approved tribal monitors/participants;
  • Provide on-going field-, safety-, and regulatory-based training to both new and seasoned tribal monitors and update training materials as necessary;
  • Conduct archaeological, ethnographic, historical, and other literature-based research and prepare expertly crafted written documents, including training materials, cultural overviews, best practices/guidance documents, etc.;
  • Assist with planning, coordinating, and providing cultural education programming to the tribal community and other tribal departments;  and
  • Willingness to carry out other duties as assigned by the CRM Director.

Education/Experience/Qualifications

  • Bachelor’s Degree in Anthropology or Archaeology is required.
  • Master’s Degree is preferred.
  • Eight (8) years of relevant and progressive experience in the conduct of all phases of archaeological investigation, with no less than three (3) years’ operating in a supervisory role is required;
  • Thorough knowledge of and experience in applying and enforcing Federal and state laws and regulations that govern historic preservation and environmental compliance is required;
  • Demonstrated experience in successfully managing every aspect of a cultural resources project—from scoping, budgeting, and staffing, to implementation, interpretation, analysis, and reporting-- with little supervision and little support or technical staff is required;
  • Comprehensive and advanced knowledge of contemporary archaeological field, laboratory, and reporting practices is required;
  • Demonstrated skill in effectively communicating with diverse audiences--both orally and in writing- -via the use of multiple media and vehicles is required;
  • Thorough knowledge of Southern California history—pre-contact to the contemporary era is required;
  • Knowledge of the archaeology of the Mojave Desert and/or San Bernardino Mountains preferred;
  • Advanced proficiency in Microsoft Office Suite and Adobe Acrobat Pro  required;
  • Understanding of the federal trust relationship with Indian Tribes, California’s unique history with respect to CA native communities, tribal governments, and tribal sovereignty is preferred;
  • Experience working for or with Tribal governments and indigenous communities is desired; 
  • Knowledge of Serrano history, culture, traditional life ways, and contemporary community is desired;
  • Knowledge pertaining to bio-archaeology or osteology is desired; and
  • Experience employing remote sensing and geophysical technologies is desired.

Certificates/Licenses/Registrations

  • Must have and maintain a valid driver’s license with an acceptable driving record as determined by the company’s insurance carrier.
  • Must undergo and successfully pass pre-employment background investigation.
  • At the discretion of the San Manuel Tribal Gaming Commission you may be required to obtain and maintain a gaming license.
  • Must be willing and able to become licensed and/or certificated in other skillsets, such as HAZMAT, HAZWOPER, and Incident Qualifications Card (Red Card), when and if requested/needed.
